Change process accelerating with the collapse of bipolar order continues "domino effect" in political, economic, and social areas. Political and social change experienced in each of sectors having organic links to each other influences another. In the recent years political and social change processes experienced all over the world have created a dynamic discussion setting intensifying around state and its functions. All these developments, in whose foundation intensive technological breakthroughs and communication are existent, and which still keeps socioeconomic structure under its influence are described the concept "globalization". © Sila Science.
