New Public Administration 2.0: Green Public Administration

The energy crisis that erupted in the second half of the 1970s left the countries with an economic instability that they had not encountered until then. The inability of the existing policies to remedy the crisis led to the questioning of the traditional public administration approach. The cumbersome, inefficient, ineffective and unaccountable management structure of the traditional public administration was held responsible for the economic dilemmas faced. In this period when new searches came to the agenda, Neo-Liberal policies started to increase their popularity day by day with the propositions they brought. With the 1980s, a transition to a new understanding of public administration, which prioritises effectiveness, efficiency and economy, and where private sector methods should be integrated into public institutions, was proposed. The second wave of this transformation, led by the advances in information technologies, occurred after the 2008 global financial crisis. The concepts of Green Jobs started to emerge in this period. In order to ensure the continuity of the new public administration, state administrations are starting to adopt a carbon-neutral economic approach. Thus, a new paradigm shift begins to occur in public administration. The aim of this study is to put forward the proposals for change originating from green jobs that may occur in public administrations today, when the importance of green jobs is increasing.
